Loot chests can generate empty

      A chest within a bastion remnant was entirely empty, this was within the Hoglin Stable portion of the bastion.

      How to reproduce

      1. Create a world with seed 431446782
      2. Go to the nether
      3. /tp -1692 57 -508
      4. Open the chest
        →  It's empty

      As of 1.16.0.63 this can now impact other loot chests with reports received for ruined portal, treasure, dungeon and village chests. It also appears to be sporadic in that two users can generate a new world with the same seed and see different results.
