When using the command "execute @e[type=item, name=(Any name)] ~ ~ ~ particle (any particle) ~ ~ ~" inside of a command block the command  block does make the particle effect but it does not give an output to trigger a next command and it gives an output that the particle command can not be executed by an item. But that is not true because it clearly does
