    Description

      Steps to Reproduce

      1. Create a new world in Creative.
      2. Once loaded, change the gamemode to Survival through settings and set your permissions to Member or below.

      Expected Results

      Nothing except permissions change.

      Actual Results

      You are able to fly in Survival.

      In survival, when switched off of operator, then switched back onto operator, you will be able to fly despite being in survival. You still take fall damage.
