      Standing on top of soul fire would set any mobs including players on normal fire.

      See MC-170828 for the possible idea for a correction.

      Steps to Reproduce:

      1. Place soul soil.
      2. Light the soul soil on soul fire using a flint and steel or fire charge.
      3. Stand in the soul fire.

      Observed Results:
      The player is set on normal fire.

      Expected Results:
      The player should be set on soul fire.
