if you get a stack of empty maps in a single slot, and then make a map, the rest of the stack of empty maps cannot be moved in the inventory, the maps will teleport back to the original slot. dropping the maps does resolve the problem. this happens both in survival and creative, and is a bit annoying, but nothing game breaking.
