Hoes cannot be enchanted via anvil/commands with Efficiency, Silk Touch and Fortune per the changes made in the Java Nether snapshots.
Hoes also cannot be enchanted using the enchanting table.
How to reproduce:
- Get a hoe
- Attempt to enchant the hoe using:
- An Enchanted book with Efficiency at an anvil
- /enchant @s efficiency 5 while holding the item in your hand
- An enchanting table
