Hoes unable to receive enchantments

      Hoes cannot be enchanted via anvil/commands with Efficiency, Silk Touch and Fortune per the changes made in the Java Nether snapshots.

      Hoes also cannot be enchanted using the enchanting table.

      How to reproduce:

      1. Get a hoe
      2. Attempt to enchant the hoe using:
        • An Enchanted book with Efficiency at an anvil
        • /enchant @s efficiency 5 while holding the item in your hand
        • An enchanting table
