      Steps to Reproduce:

      1. Place two soul soil blocks.
      2. Mine one with your hand and the other with a shovel.

      Observed Results:
      The soul soil is not mined faster with the shovel.

      Expected Results:
      The soul soil should be mined faster with the shovel.
