In bedrock I walk up to two turtles that literally just spawned so that is their home beach. Feed them the seagrass and get the xp. Then they go to the beach freeze than hop in water. Try breeding again and only on takes it so one is still pregnant. She swims around that beach going in circles. I take her back there and she just does nothing not wanting to lay. I have done this with multiple sets of turtles always the same outcome.
