Pillager patrols spawning in mushroom biome. No villagers for hundreds of blocks.

After considering setting up a safe base it seems pillagers spawn even in mushroom biome where I understood no hostile mobs could spawn.

This was not a raid which would seem reasonable if I had built a village and brought in bad omen.
