Older resource packs that changes start screen UI will bring back the old skin pick UI, making 1.13 skin customizing not available and also making the old Steve and Alex skin (from vanilla skin_pack) once again pickable. I think old skin UI should be completely removed from the game for the resource packs to work properly.
