On normal screen mode (not in fullscreen, so you can see the pc hotbar with battery, time and everything), the minecraft hotbar to cycle between items is working normally. As soon as you go in Settings > Visual > Fullscreen, and you activate fullscreen, scrolling the minecraft hotbar goes crazy. 

This has been reported before and never actually resolved (0.13.0 | 0,14.0) , because it is nearly impossible to reproduce. But this really needs to be fixed by some way.

I'm using a Logitech M510 mouse. Maybe the problem is from there. I've tried multiple times to change my mouse settings, but nothing worked for me.

On the video below, the normal mode is wider than the fullscreen mode for a reason that I totally ignore, but you can rely on what is written on the video.
