Swimming/Crawling 'cursor' targets 1 block above

      Expected Results: Right-clicking/tapping a block or object while in a 1 block high space or while swimming will interact with that block or object; eg. placing a block in front of you, setting a repeater tick time, pushing a button/lever, etc.  Mining/digging the block in front of you at camera level will mine that block.

      Observed Results: You are unable to place blocks and interact with objects (buttons/levers, repeaters, etc.) at camera-level while swimming/crawling.  Placing a block while in a 1 block high space or while swimming attempts to place the block above you.  Mining/digging the block mines the block above you.

      Steps to Reproduce:

      1. Dig out a 1-block high tunnel.
      2. Use water to start swimming and enter the 1-block high tunnel.
      3. Interact (mine/dig/place block/etc.) with the block immediately in front of you.

      Comments:

      Until 1.13.0 onward, you could place a line of redstone and repeaters in a 1-high tunnel, which was extremely convenient and useful for making compact and discrete redstone "tubes" in built structures and in water.  

       

      There's also a glitch where coming out of a swim while touching the ceiling will push you into that block and start suffocating/teleport you up.
