I am on an iPhone X iOS 13.2.2, MCPE 1.13.0, I had been dealing with the game crashing while logging in. After I got that figured out, I switched to third person view to look at the cape and I noticed that the rain was coming through my roof. It does not show up in first person view. I tried to get closer and the effect goes away. Not a game breaker just an interesting glitch.
