Casting Fishing Rods While Moving, Slows You Down

      When casting a fishing rod, while moving around it slows you down, similar to the slowness you get from drawing a bow, or blocking with a shield.

      Expected result:
      The fishing rod would be cast and have no effect on player movement or speed.

      Actual result:
      The player gets a small momentary slowdown, right as they activate the fishing rod.

      How to reproduce:
      1. Start walking around, and pay close attention to your speed
      2. Start activating a fishing rod repeatedly while walking, you will notice a slowdown every time you activate it.

      While a small bugs, this does have some affect on mini games and general gameplay.
