Cactus can grow even if blocks are next to it

What I expected to happen was...:
I except that the cactus will grow and automatically break and the item will fall on the grown because of the blocks next to the block of air above the cactus like in PC version, because I was making a cactus farm

What actually happened was...:
The cactus grew even if blocks were next to it

Steps to Reproduce:
1. Place a cactus on sand and blocks next to the block of air above the cactus

(The picture I took is in creative but the bug is in survival, solo and multiplayer)
