Prior to 1.13, you could use bows with any durability to craft dispensers.  Now, only 100% durability bows can be used to craft dispensers.  The 1.13.0 change log has only 5 mentions of dispensers, 2 mentions of bows, and one mention of durability and none of them relate to crafting dispensers.  None of the other issues that came up while searching dispenser described this issue.

Screenshot 19 is a newly crafted bow with one arrow fired.  Screenshot 20 and 21 are different variants of bows with almost no durability, screenshot 22 is a newly crafted bow.
