When I was done using my tree farm I was going to replant the saplings. I have pick block enabled so that I could pick block items. I went to pick block the sapling while I had some in my inventory and it didn't work. I tried over and over and it never pick blocked the sapling.

Steps to Reproduce:

1. Plant a birch sapling
2. Reload the world
3. Put a sapling in your inventory
4. Pick block the planted sapling

What I Expected: I expected it to go into my hand while using pick block.

What actually Happened: It did not pick block the sapling. 

This worked before 1.13 but now no longer works.
