purchased Red Rock Resort template, asked to purchase it again (Kindle Fire Tablet)

      We have a Kindle Fire Tablet and are using the Freetime app and daughter is playing Minecraft.

      I recently purchased the Red Rock Resort template as an in-app purchase and my daughter created a world using the Red Rock Resort template.  After leaving the app and going back in, she was prompted to re-purchase the template. I contacted Amazon about the issue, and they refunded the purchase & had me buy it again. The second time, it also informed me that I needed to purchase the template again.

      This is on a Kindle Fire Tablet with updated Fire OS, running Minecraft verson 1.12.0, using local login instead of a Microsoft account (for a child). What information can I provide to help you troubleshoot this?
      We've restarted the device, cleared the cache and performed a force stop for Minecraft and the problem persisted.

      Amazon support indicated I needed to contact Mojang support. 

      Mojang support only said if I purchased it under a Microsoft/XBox acct, make sure I'm signed in w/ the same acct or it will be saved on the device. Since this is for a child, we don't have a Microsoft/Xbox acct, but it is not saving it on the device as expected. The Mojang support indicated that they are unable to assist since they can only help with the Java edition of the game or 'a mojang account or realms'. They suggested that if it seemed like a bug, I should post it here for troubleshooting and resolution.   Any ideas?
