      Summary:
      In Survival mode, bone meal is not consumed correctly when used on grass or ferns. A single bone meal can be used several times before it is actually consumed.

      Steps to Reproduce:

      1. Place down grass or ferns.
      2. Give yourself bone meal.
      3. Set the gamemode to Survival.
      4. Use the bone meal on the grass or ferns.

      Observed Results:
      When the bone meal is used, it is almost never consumed and must be used several times to consume it.

      Expected Results:
      The bone meal is always consumed when using it.
