Opposite of MC-158178 (Which is intentional behavior as it is a apart of the pillager's improved AI).   When there is no target for the pillager to attack, they still load their crossbows.

This issue blocks MCPE-39095. As on Java, they don't load their crossbows but their arms are in a position of a loaded crossbow.
