Sometimes, when I place a leaf block (or any block) on another leaf block, it doesn't place, in both creative and survival. It can take a few clicks before it finally places. Leaves can be placed on any other block with no problem though. It seems the problem starts occurring after you have broken a leaf block nearby, from what I briefly tested.
