To my knowledge, swamp villages don't spawn naturally, and villagers with the swamp skin don't either. According to the bedrock wiki, curing a zombie villager in a swamp biome will create a villager with a swamp skin. I tried this 4 times and each zombie villager cured into a plains biome villager.
