Wither Skeletons do not Naturally Spawn

      We have a realm, in which we intend to fight the wither, in order to get a beacon. Unfortunately, we are unable to find any wither skeletons other than those initially generated with the fortress. We loaded a nether fortress, and found three wither skeletons, and killed them (Unsurprisingly, with no skull drops). After that, I traipsed around the fortress for another 45 minutes, finding no more skeletons. I left the nether, and returned to no skeletons. I reloaded the realm, as well as tried playing on one of my friend's accounts, to no avail. It seems that only the blaze spawners consistently produce any mobs, as well as there being obscene numbers of ghasts, but no wither skeletons. We checked the lighting levels, made sure there were open spots to spawn, and even cleared out other mobs in the area. I have spent a total of four hours in this godforsaken fortress and not had a single wither skeleton spawn.

       

      I know that this was an issue that was supposedly resolved in 1.2.9, but myself, along with many, many other bedrock (bugrock), players have had no inkling of a resolution; therefore, I believe that this bug needs to be addressed again. If I'm simply being stupid and missing something, please let me know, I'd love to get these skeletons spawning with no trouble.
