When in singleplayer, underwater visibility is ~10 blocks or less even with proper lighting, a powered conduit, respiration, aqua affinity and night vision applied. The same issue does not occur in survival for whatever reason. This glitch or feature makes it hard to enjoy aquatic builds and themes for creative mode.
