Lightning is able to strike in cold biomes in the latest Windows 10 edition. I was led to believe that rain must be hitting the target block for lightning to strike which makes sense as snow is unable to extinguish fire blocks, this has cause me a lot of problems.

I seen that the problem was fixed on the pocket edition hopefully it can be fixed here too.
