When you are in creative mode and using a controller (with tooltips enabled), the tooltip for mining blocks appears even though you cannot mine blocks in creative when holding the trident. 

Steps to Reproduce:

1. Load a world in creative mode and use a controller with tooltips enabled
2. Get a trident and aim at a block as if you were going to break it

Observed Results:
The "Mine" tooltip appears.

Expected Results:
The "Mine" tooltip shouldn't appear.
