Villagers spawned by a spawn egg or a /summon command will always walk and will not stop walking around. They will stop if they are within a village. Villagers will stop walking if they have claimed a bed.

To Reproduce
1. Spawn a villager
2. They will start walking in a different location

Observed Results
Villagers will always walk and does not stop

Expected Results
Villagers should not walk too much and does stop like they did before.
