Going Y level below 3 wouldn't let you go up again

      What happened

      -When I go on the Y level below 3, I can't go up, climb stairs or even jump and swim up. This tested to happen on Flat worlds

       

      Some Info

      -Though I can manage to go up using Bubble columns and Using /tp
