Banners that are mined/broken don't stack with banners that have never been mined/broken

      Steps to Reproduce:

      1. Obtain two banners of the same type
      2. Switch to Survival mode
      3. Place one banner
      4. Break it and pick it up
      5. Try to stack the banners

      Observed Results:
      The banners can no longer be stacked with each other.

      Expected Results:
      The banners should stack with each other.


      Original Description:
      Sometimes banners don't stack. I presume it has something to do with the block state age (I'm thinking like the cactus in MCPE-42497) because only if all banners have never been placed in the world or have been placed and recently broken can they be stacked.

      (And of course the banners have to be of the same color, design, etc.)

      Also, if a banner is named and placed in the world then the name disappears when it is broken.
