      The wing animation of the phantom mob is slown down, previously before 1.8, they flap their wings in the correct speed. This bug was never fixed from 1.8 to 1.11

      reproduce
      1. Spawn Phantom
      2. Cage the phantom or use command block "/tp" always active and repeat
      3. Observe the wings of the Phantom
