Recently I decided to use my free code for Minecraft Windows 10 edition and on startup (without changing any settings), encountered flickering black triangles that gathered towards the center of the screen (normally where the crosshair is in game).
Originally the bug was flickering black triangles that would start from an entity (e.g. the pigs and other mobs in game and the player in the menu screen) and stretch and end in the center of the screen. I found out that it was the models stretching as the black triangles would turn into the colour of whatever entity it was stretching from when I turned fancy graphics off. It occurred in both in game and in menus.
However, when I updated to the latest Windows update, the problem worsened, and the flickering seemed to be caused by anything, such as the sky, the blocks, and the water. The flickering caused by entities still center at where the crosshair is, but the flickering caused by blocks and others seem to bleed into the surroundings. Attached are two screenshots before the update, and two after. The two videos are from after the update. I can confirm that this happens on Bedrock edition version 1.8.0, but not for any other update.
I have updated all my drivers to the latest firmware and updated my Windows to the latest stable update. I am using an Acer Aspire V laptop (4GB ram, Nvidia GeForce 740M, Intel Core i5-4200U) running Windows 10 64x (it says in the settings that it is version 1803). If it matters, my Minecraft Java edition does not have this issue and runs fine.
