In 1.6.1, snow generates inside grass in snowy biomes. However, this behavior seems to be broken as of 1.7.0.9 Beta.

Steps to reproduce:

1. Find a snowy biome. Try using the seed 1410403532.
2. Find some grass in the snowy biome.
3. Notice that there is no snow inside the grass.
