Mobs can't navigate inside of waterlogged blocks

      Description: mobs with a hitbox smaller than a block get stuck in waterlogged blocks, unable to navigate.

      How to replicate:

      1. Make a hole in the ground and fill it with water.
      2. fill it with seaplants or other waterloggable blocks (for example; kelp,signs,seagrass)
      3. Spawn a mob with a hitbox smaller than 1 block (for example; cow,silverfish,chicken) inside the hole or push it in.
      4. it won't navigate. (you can even try to lure it towards you by using the corresponding food for an animal or gamemode survival for a hostile mob)

      Possible cause: The mob probably just doesn't have any code for actually pathfinding through a waterlogged block.
