Nether Render Distance can't pass over 14 chunks.

      Reproduction:

      -Go to the Nether.

      -Set the render distance past 14 chunks (if it's available on your device).

       

      The background of the Nether does change when applying the render distance below 14 chunks, but doesn't after passing 14 chunks.
