If you use shears and cut some seagrass then try to put it underwater somewhere like on sand, the seagrass disappears from inventory and did not get placed. The same goes when you use bonemeal underwater on a sand block, the seagrass appears like normal grass usually does when you use bonemeal but then it suddenly disappears without a trace and the bonemeal in your inventory also disappears with it.
