Basically if you have a parrot on your shoulder nether portals will not function. You can step into them, the portal will make the sound effects for warping to the nether, but will not take you to the nether. I tried to jump and that allowed me and the parrot to go through the portals both sides but not when it was perched. i have a video but it is too large to send.
