When going to bone meal kelp, it will use up to 10 bone meal per second! This is clearly way to much. And needs to be tuned wayy down. Just by holding right click use can use a stack of bone meal in a few seconds.

Also, when kelp gets bone mealed from dispensers, it will only ever grow two more tall at a time. Which should be buffed, to be the same as how a player bone meals it.
