Marketplace resource packs are not applied after download

      When you try to add a resource pack that you purchased from the Marketplace but which is not currently stored on the device, it takes you to a download dialog. When the download completes, the previous UI is redisplayed, but the resource pack has not been added. This occurs when trying to add the pack to either Global Resources or to an individual game.

      Steps to reproduce:
      (Requires a texture pack that was purchased from the Marketplace but is not currently stored on the device. If all purchased packs are currently on the device, you must first delete one using Settings > Storage.)

      1. Open Settings > Global Resources
      2. Under Available Packs, select an unloaded Marketplace pack (i.e. one that has an "unlocked" icon but no size) and add it.
      3. In the Download Content? dialog, click Download.

      Expected results:
      The pack is downloaded and added to Global Resources.

      Actual results:
      The pack is downloaded, but not added to Global Resources. You must add it to Global Resources a second time after downloading it.
