To reproduce, teleport to 524288 on the x and or z axes and place an item frame on the side of a block.
Steps to Reproduce:
1. create a new world
2. teleport to 524288 on the x or z axis, /tp @s 524288 4 524288
3. place a item frame on the side of a block
Observed Results:
item frames z fights with the block that is behind them
Expected Results:
item frames should not have z fighting
