The paper doll in the inventory works like Java's for the most part – the head pointing directly at the cursor and the body naturally following it at a slower pace.
However the body of the paper doll shown in the pause menu, main menu, and skin selection menu is rigid and does not move with the head at all, which looks inconsistent and unnatural. Even the arms don't swing naturally like they do in the inventory model. For skin selection, this may be intended because the model can be rotated. Compare the two screenshots:
