Skin selection browser can temporarily break when alt tabbing out of game

      When the skin browser is downloading data the user can alt tab out of the game stopping the download of skins. When returning to game any skin packs for which the download was not completed before alt-tabbing will display as grey and are non functional. This is fixed if the user exits the browser and returns.

      Steps to Reproduce:

      1. Test setup: verify new install or clear cache (windows menu -> settings -> Apps -> Minecraft -> Advanced Options -> reset)
      2. Launch Minecraft
      3. Click on coat hanger button.
      4. Scroll down and observe on left pane that texture packs are loading.
      5. Alt-tab out of the game.
      6. Return to game.
      7. Observe on left pane that texture packs are grey, hit boxes are active but not functional. (see image)
      8. Exit skin browser
      9. Click on coat hanger button
      10. Observe that texture packs are restored.

      Expected Result: interrupted processes recover gracefully, UI always responsive
      Actual Result: UI can be temporarily disabled.

      NOTES:
      -dependent on race conditions and easily fixes itself but most likely user scenario involves new players
      -different from MCPE-14691 which appeared to be device specific / did not require any user action to trigger the bug.
