Placing snow_layer on a partial snow stack uses 2 blocks instead of 1

      Steps to reproduce:
      1. Give yourself a stack of snow_layer
      2. In survival mode, place the layers on top of one another. The first layer placed will consume only 1 block, but subsequent layers placed on the stack consume 2 blocks.

      Note that if there is only one snow_layer per slot in the player's inventory it will correctly consume just that one layer and increase the snow stack height.
