Summary:
Effect particles continue to show even if the command states that they should not.

Steps to Reproduce:

1. Run the command /effect @a night_vision 10 1 true

Observed Results:
Black particles appear on the screen as shown in the attached screenshot.

Expected Results:
When the command states that particles should be hidden ("true") then they shouldn't show up.

• When we put the command / effect (any effect, duration and level) on "show the particles", you put "true" instead of disappearing the particles appear again, but in black color
