I replaced 4x4 blocks of sand next to water with dirt, used a hoe and planted wheat seeds. I also provided candles on the four points. The dirt received water and changed color. The wheat did not grow however. Not even after several cycles. I planted wheat on dirt blocks next to water in another area, and that grew like normal.
