Scrolling the Recipe Book using the mouse wheel doesn't work sometimes. The problem is easiest to observe in the Creative inventory. It is not present when you first open the GUI, but is triggered by an unknown event while using it. Changing the selected tab seems to trigger it, but I'm not sure that's either a necessary or a sufficient condition.
Once the trigger has happened, rolling the mouse wheel doesn't scroll the button panel when the mouse pointer is in the lower right part of the panel. The affected area starts about 55% across and 65% down the panel and extends to the corner. Its origin is in the middle of a button, not aligned with the button grid. Only the Construction, Equipment, Items, and Search tabs are affected by the problem; the Nature tab seems to be exempt.
Expanding or collapsing a grouped button does not trigger the problem, nor does it alter its behavior after it's been triggered.
Scrolling also fails to occur when the mouse pointer is positioned on either a gap between buttons or an empty cell at the end of the button grid, but only within the affected area, and again the Nature tab is exempted. However, this behavior is independent of the triggering event. It is present when the GUI is opened, and does not trigger the behavior described above.
All of the above problem behaviors occur at every GUI scale setting, although at the Minimum setting it's quite difficult to demonstrate the second one because it's hard to position the mouse precisely between two buttons and keep it there as you roll the mouse wheel.
