      Summary:
      Explosions do not drop blocks if the default game mode is set to 'creative'

      Steps to Reproduce:

      1. Create a world with the default game mode set to Creative
      2. Place TNT or spawn a creeper, and ignite with flint and steel

      Observed Results:
      Blocks will not drop from the explosion all the time the world default is set to creative, regardless of the /gamerule or the personal game mode.

      Expected Results:
      Blocks should drop from the explosion, unless the relevant gamerule is changed manually.

      Original Description:

      Expected behavior: When a block is destroyed by tnt, an item will be dropped.
      Actual behavior: No items drop when a block is destroyed by tnt.
