When loading or opening or entering world, observer blocks emit a pulse to the redstone circuitry. This was an intermittent problem in earlier versions, but has become more prominent.

To reproduce, place an observer block, repeater set to two ticks, and connect to a piston. Save, exit world. Completely close app down, then re-start. Piston will oscillate.
