when you get hit by a tipped arrow from a dispenser you won't get the effect

      1. set up a dispenser
      2. put arrows in dispenser.
      3. fire it at you.
      4. you don't get the effect.

      i tested it in the java edition and I got the effects.

      harming somehow does work and I haven't tested healing yet.
