      Summary:
      Basically the same issue as MCPE-18863, arrows fired directly on top of another player in creative, will fall and bounce repeatedly on the players head.

      Steps to Reproduce:

      1. Whilst flying, fire an arrow straight down on top of another player

      Observed Results:
      The arrow will bounce on top of the player

      Expected Results:
      Either the arrow would be 'collected' by the creative player, or bounce off onto the ground.
